• Requires the Joint Committee on Legislative Management to adopt regulations in accordance with chapter 54 (administrative procedures) for maintaining order in state buildings and establishing business hours.

• Maintains penalties for violations of Joint Committee regulations: fines up to $100 for general violations and up to $90 for parking violations classified as infractions.

• Delegates enforcement of regulations to the Office of State Capitol Police.

• Effective date for all changes: July 1, 2013.
