Redefines "meeting" under Connecticut's Freedom of Information Act to include any hearing, proceeding, convening of a quorum, or electronic communication by a public agency to discuss or act upon matters within its jurisdiction.

Excludes personnel search committee meetings for executive-level positions from the definition of "meeting."

Excludes chance meetings, social meetings unrelated to official business, collective bargaining strategy sessions, single-party caucuses, and inter-party leadership negotiations regarding proposed legislation from meeting requirements.

Excludes administrative or staff meetings of single-member public agencies and communications limited to meeting notices or agendas.

Effective July 1, 2013.
