Adds protection for identity of minor witnesses to law enforcement records exempt from public disclosure under the Freedom of Information Act.

Exempts photographs, films, videos, and digital images of homicide victims from disclosure when they could reasonably constitute unwarranted invasion of personal privacy for the victim or surviving family members.

Prohibits disclosure of audio tape or recording portions where individuals describe the condition of homicide victims, except for emergency 9-1-1 calls or public calls for assistance.

Establishes a task force with representatives from law enforcement, media, victim advocacy, constitutional law experts, and legislative leadership to study and recommend policies balancing victim privacy with public access to information.

Requires task force to submit findings and recommendations to General Assembly leadership by January 1, 2014, with monthly meetings scheduled from August 2013 through December 2013.
