Allows persons required to register as sexual offenders for life to petition Superior Court for release from registration after completing 10 or more years of compliance with registration requirements, effective October 1, 2013.

Court may grant release if petitioner has fully complied with release terms, has not committed subsequent criminal offenses against minors or nonviolent or sexually violent offenses, and does not present a risk to public safety.

Court must consider risk assessments and victim statements before granting or denying petition; victims who requested notification must be notified of petition filings.

Denied petitions may be resubmitted no earlier than five years after denial or any appeal decision, whichever is later.

Requires petitioners to notify Office of Victim Services and Department of Correction Victim Services Unit of petition filing; updates victim notification procedures and defines relevant sexual offense categories.
