Repeals and replaces Connecticut General Statutes Section 52-592 governing the "accidental failure of suit" statute, effective from passage for actions pending or filed after enactment.

Allows plaintiffs to commence a new action within one year after determination of an original action that failed due to insufficient service, officer neglect, lack of jurisdiction, death of a party, or dismissal under Section 52-190a.

Reduces the filing deadline to six months for new actions when the original action was brought against or continued against an executor or administrator.

Excludes time spent on appeal from calculating the deadline to file a new action.

Extends the statute's provisions to cross-complaints, actions between same parties in state or federal courts, and claims against the state dismissed by the Claims Commissioner.
