Expands property forfeiture laws to include violations of section 53a-196i and applies forfeited proceeds to the Criminal Injuries Compensation Fund instead of the General Fund, effective October 1, 2013.

Requires the Office of the Chief Court Administrator to develop bilingual cards, brochures, and notices about victim rights and human trafficking services, with information on anti-trafficking hotlines.

Mandates truck stops and on-premises alcoholic beverage retailers post human trafficking notices in conspicuous locations, with exemptions for caterers, restaurants, temporary permits, and certain manufacturer permits.

Directs the Office of Victim Services to analyze and report on compensation and restitution services for sexual exploitation and human trafficking victims by January 15, 2014, with recommendations for statutory amendments.
