SB 1160 - Gun Violence Prevention and Children's Safety

• Establishes long gun eligibility certificates requiring firearm safety training and background checks; prohibits sales to those under 18 and semi-automatic centerfire rifles with large-capacity magazines to those under 21.

• Creates registration system for persons convicted of crimes involving deadly weapons; offenders must register with Commissioner of Emergency Services and Public Protection for five years following release.

• Prohibits sale of large capacity magazines (over 10 rounds) effective January 1, 2014; allows existing owners to register magazines or render them permanently inoperable.

• Expands assault weapon definition to include specific semi-automatic rifles, pistols, and shotguns; requires certificates of possession and restricts where weapons may be possessed.

• Establishes school safety requirements including security assessments, $15 million bond authorization for school security infrastructure grants, school safety committees, and mental health first aid training programs for educational administrators.
