Court Support Services Division shall collaborate with private providers in Hartford to inventory youth development programs and design a process for identifying at-risk youth for referral to services, with a report due to the judiciary committee by February 1, 2014.

State Bond Commission authorized to issue up to $1.5 million in bonds to provide grants-in-aid: $500,000 to Metropolitan Economic Development Commission for elderly housing, $500,000 to John E. Rogers African American Cultural Center for cultural center conversion, and $500,000 to Catholic Charities of Hartford for affordable housing with supportive services.

Connecticut Young Adult Conservation Corps program shall be established effective January 1, 2014, requiring organizations receiving bond proceeds to set aside at least 10% of employment positions for youth and young adults for five fiscal years.

Commissioner of Economic and Community Development may audit organizations and bring legal action through the Attorney General to enforce employment set-aside requirements or recover wages owed to youth and young adults.

Commissioner shall submit annual reports to the General Assembly evaluating the Young Adult Conservation Corps program for five fiscal years beginning December 1 after funds are first received by organizations.
