Requires ignition interlock device installation for first-time DUI/DWI offenders as a condition for license restoration following a 45-day suspension, with one-year prohibition on operating vehicles without the device (effective October 1, 2013).

Increases penalties for second violations within ten years, including fines of $1,000-$4,000, up to two years imprisonment (120 consecutive days non-suspendable), and three-year ignition interlock device requirement with first-year driving restrictions to work, school, treatment programs, or device service centers.

Increases penalties for third and subsequent violations within ten years to fines of $2,000-$8,000, imprisonment of up to three years for a third offense or up to five years for fourth or subsequent offenses (one year non-suspendable), and permanent license revocation.

Authorizes the Commissioner of Motor Vehicles to order ignition interlock device installation for any operator whose license is suspended, with requirements to be established through regulations (effective January 1, 2014).
