Replaces references to "college or university" with "institution of higher education" throughout Connecticut statutes and cross-references the definition in section 10a-173 instead of section 10a-37.

Removes requirement that teacher training programs funded under section 10-262o be consistent with standards developed pursuant to section 4d-85, effective July 1, 2014.

Removes requirement that online teacher and faculty training programs established by the Board for State Academic Awards be consistent with standards developed pursuant to section 4d-85, effective July 1, 2014.

Requires licensing authorities to collect data on service members and veterans applying for licenses, certificates, registrations, or educational credit where military training is relevant, and submit annual reports to the General Assembly, with the Board of Regents for Higher Education and University of Connecticut submitting reports beginning July 1, 2016.

Requires all licensing authorities to publish links on their websites to the Department of Veterans' Affairs informational website and state resources available to veterans by January 1, 2016.
