Requires institutions of higher education to include sexual assault, stalking, and intimate partner violence in uniform campus crime reports, with reporting deadline changed from September 1 to October 1 annually, effective July 1, 2014.

Mandates each institution adopt and disclose policies on sexual assault, stalking, and intimate partner violence that include procedures for reporting, victim support services, disciplinary processes using preponderance of evidence standard, and disciplinary sanctions for both students and employees.

Requires institutions to provide annual sexual assault, stalking, and intimate partner violence prevention and awareness programming for all students and employees, including education on consent, reporting procedures, and bystander intervention strategies.

Establishes campus resource teams at each institution by January 1, 2015, comprising representatives from campus departments and community organizations (sexual assault crisis centers, domestic violence agencies, criminal justice system), with mandatory training on trauma-informed response and victim support.

Requires institutions to enter into memoranda of understanding with community-based sexual assault and domestic violence service providers by January 1, 2015, to ensure victims can access free confidential counseling and advocacy services.
