Appropriates $44.3 million from the General Fund for fiscal year 2013-2014, including $8 million for Department of Administrative Services Personal Services, $4 million for Department of Emergency Services and Public Protection Personal Services, $18.8 million for Department of Education Magnet Schools, and $4 million for Public Defenders Services Commission Assigned Counsel.

Reduces appropriations totaling $44.3 million from prior budget allocations across multiple agencies including Legislative Management ($3 million), Department of Social Services Medicaid ($3 million), Department of Children and Families ($10 million), and Debt Service ($9 million).

Appropriates $600,000 from the Special Transportation Fund for Workers' Compensation Claims under Administrative Services for fiscal year 2013-2014.

Reduces Special Transportation Fund appropriations by $600,000 from the Department of Motor Vehicles Personal Services allocation.

All sections take effect from passage of the bill.
