Requires for-profit nursing homes receiving state funding to include profit and loss statements from related parties receiving $50,000+ annually in their required annual reports to the Commissioner of Social Services, effective July 1, 2014.

Establishes the Nursing Home Financial Advisory Committee to examine nursing home financial solvency and quality of care, consisting of state commissioners, the Long-Term Care Ombudsman, and two Governor-appointed members representing not-for-profit and for-profit nursing homes.

Committee must evaluate nursing home data including quality of care, acuity, census, and staffing levels to assess infrastructure and project long-term care needs, and submit quarterly reports to the Commissioner of Social Services regarding pending interim rate increase requests without identifying facilities by name.

Committee must submit annual reports to the General Assembly beginning January 1, 2015, and meet quarterly with legislative committee leadership starting October 1, 2014, to discuss nursing home financial solvency and care quality.

Protects the state and Department of Social Services from liability for failure to take action based on information required in the annual nursing home reports.
