Suspends application of statutory rate-setting provisions for private residential treatment centers licensed under section 17a-145 for fiscal years 2014-2018, allowing rates and per diem payments to be set outside normal statutory constraints.

Modifies the security deposit guarantee program to clarify language regarding rental assistance programs and Section 8 vouchers, and requires prioritization of eligible veterans for security deposit guarantees.

Increases the cap on participants in the state-funded pilot program for persons with disabilities ages 18-64 from 50 to 100 persons, with annual service costs not to exceed 50% of weighted average nursing home costs in the state.

Repeals section 19a-402 of the general statutes effective July 1, 2014, and repeals section 15 of Public Act 13-184 effective from passage.
