Repeals requirement for municipalities to pay annual administrative fees to the Commissioner of Motor Vehicles for participation in the motor vehicle tax delinquency program, effective July 1, 2015.

Requires tax collectors to notify the Commissioner of Motor Vehicles at least monthly of any outstanding delinquent property tax payments on registered motor vehicles or snowmobiles.

Allows municipalities to defer real property revaluations scheduled for October 1, 2013 or October 1, 2014 until October 1, 2015, with approval by the municipal legislative body.

Permits municipalities with phased-in assessment increases to suspend the phase-in through the assessment year beginning October 1, 2015, subject to legislative approval.

Allows municipalities to prepare revised grand lists based on prior year assessments with adjustments only for property transfers, new construction, and demolitions when deferring revaluations or suspending phase-ins.
