Establishes that charter or home rule ordinance amendments approved at a regular election require approval by a majority of voters who must constitute at least 15 percent of the municipality's active registry list.

Requires the charter revision commission to hold at least two public hearings on proposed charters or amendments: one before substantive work begins and one after completing the draft report.

Maintains the appointing authority's power to approve, reject, or request changes to the commission's final report within specified timeframes (15-45 days).

Specifies that charter proposals must be published in newspapers and copies made available to the public through the town clerk before submission to voters.

Takes effect October 1, 2014.
