Peace officers are prohibited from interfering with any person recording them or other officers performing their duties, except when necessary to enforce criminal laws, protect public safety, preserve crime scenes, safeguard privacy, or enforce Judicial Branch policies.

The Division of State Police and the Police Officer Standards and Training Council must jointly develop a model policy and training standard to implement recording rights consistent with First, Fourth, and Fourteenth Amendment protections.

The Police Officer Standards and Training Council must submit the model policy and training standard to the joint standing committee on public safety, municipal police chiefs, law enforcement instructors, and the Commissioner of Emergency Services and Public Protection by January 15, 2015.

All law enforcement agencies must adopt and implement the model policy and training standard by July 1, 2015.

The act takes effect on October 1, 2014.
