Amends section 10-153b(c) of Connecticut general statutes effective October 1, 2014, to extend bargaining unit designation procedures to state charter school employees.

Requires petitions for bargaining unit recognition filed by state charter school employees to be submitted to the State Board of Education instead of a local or regional board of education.

Mandates that the State Board of Education post notice of charter school designation petitions and mail copies to the commissioner and the charter school's governing council within three school days of receipt.

Provides that the governing council of a state charter school shall recognize a designated bargaining organization as exclusive representative if no competing representation election petition is filed within thirty days, or shall hold an election if such a petition is timely filed.
