Expands the definition of "employer" under state occupational safety and health law to include volunteer fire departments and volunteer ambulance companies, effective October 1, 2014.

Adds exemption allowing volunteer fire departments and volunteer ambulance companies to be excluded from state occupational safety and health requirements if they can demonstrate they are already regulated by the federal Occupational Safety and Health Act of 1970.

Preserves existing protections by clarifying that the act does not supersede workers' compensation laws or affect other common law or statutory rights and duties of employers and employees.
