HB 5078 Summary

• Requires Connecticut schools to use academic standards and curriculum guidelines that were in effect on July 6, 2010, instead of Common Core State Standards for the school year beginning July 1, 2014.

• Mandates the Department of Education conduct a comprehensive study by January 1, 2015, examining the impact of Common Core State Standards and Smarter Balanced assessments on student achievement, costs, teacher evaluations, and mastery exam administration.

• Requires the study to analyze implementation experiences in Connecticut school districts already using Common Core, compare effects across other states, and consult with education organizations and teacher groups.

• Freezes all quarterly allotments of Common Core funding appropriated in Public Act 13-247 until the study is completed and reviewed by the General Assembly.

• Prohibits the Department of Education from spending any funds for Common Core implementation during fiscal year 2014.
