Authorizes bow and arrow hunting for deer on private property on Sundays, subject to restrictions including overpopulated deer management zones, written landowner permission, and a 40-yard buffer from blazed hiking trails.

Permits landowners, homeowner associations, and nonprofit organizations to conduct deer management programs using any professional wildlife management method on their property when severe nuisance or ecological damage is demonstrated to the commissioner.

Maintains prohibition on all other hunting methods on Sundays, including firearms, while allowing bow and arrow as an exception for deer management on private property.

Requires bow and arrow hunters on Sunday to operate only in commissioner-designated overpopulated deer management zones and comply with established wildlife management principles.

All changes are effective October 1, 2014.
