Modifies funding provisions for phosphorus removal projects under the Clean Water Fund by removing the limitation of "the first three construction contracts" and making funding available to any contract entered into by a municipality on or before July 1, 2018.

Requires the commissioner to prioritize phosphorus removal projects first by lowest permitted phosphorus discharge limits and second by greatest amount of phosphorus removed measured in pounds per year.

Maintains a 50 percent grant for phosphorus removal costs to at or below two-tenths milligrams per liter effluent discharge, with a 20 percent grant for remaining project costs and a loan for the balance not exceeding 100 percent of eligible costs.

Clarifies that funding applies to projects undertaken for phosphorus removal specifically, with the same prioritization and grant structure applying to all eligible municipalities rather than limiting support to an initial set of three projects.
