Allows property owners in towns with populations between 58,000 and 65,000 persons to apply for reimbursement from the underground storage tank petroleum clean-up program, notwithstanding existing restrictions in statute 22a-449f.

Applies only to owners of real property used for commercial purposes who previously received a demand letter from the Commissioner of Energy and Environmental Protection for cost reimbursement under statute 22a-451.

Requires applicants to have received notice of a release or suspected release from the Department of Energy and Environmental Protection on or before April 1, 2003.

Takes effect upon passage and creates a new section in the general statutes.
