Commissioner of Consumer Protection shall adopt regulations establishing safety and certification standards for the spray foam insulation industry, in consultation with Commissioners of Public Health and Energy and Environmental Protection.

All spray foam installers operating in the state must obtain training, credentialing, or certification under programs established by the American Chemistry Council's Center for the Polyurethane Industry and the Spray Polyurethane Foam Alliance.

Certification programs shall be developed in consultation with the United States Environmental Protection Agency, the National Institute for Occupational Safety and Health, and the Occupational Safety and Health Administration.

Regulations shall be adopted in accordance with chapter 54 of the general statutes.

Act takes effect upon passage.
