Enacts the National Popular Vote Interstate Compact, allowing any U.S. state or the District of Columbia to join by enacting this agreement.

Requires member states to conduct statewide popular elections for President and Vice President.

Directs each member state's chief election official to tabulate votes from all member states to determine a "national popular vote winner" and awards that state's electoral votes to the winner of the national popular vote total.

Agreement takes effect when states possessing a majority of electoral votes (270+) have enacted it in substantially the same form; member states may withdraw except within six months of a presidential term's end.

Agreement terminates if the Electoral College is abolished, and any provision found invalid does not affect the remaining provisions.
