Designates the UConn Foundation as a public agency under the Freedom of Information Act effective October 1, 2014, making it subject to public records disclosure requirements.

Requires audits of the UConn Foundation to be conducted by the Auditors of Public Accounts rather than independent certified public accountants.

Exempts the UConn Foundation from the general rule that foundation-state agency agreements are not considered governmental contracts under section 1-218.
