Transfers housing-related powers and functions from the Commissioner of Economic and Community Development to the Commissioner of Housing, effective October 1, 2014.

Grants the Commissioner of Housing authority to collect housing information, study housing needs, encourage private investment in low-rent housing, and manage housing projects and financing for low-income persons.

Authorizes the Commissioner of Housing to enter into master contracts with suppliers on behalf of housing authorities and waive bidding requirements in emergencies or for partially completed projects.

Transfers grant-making authority for nonprofit housing assistance and development organizations from the Commissioner of Economic and Community Development to the Commissioner of Housing, effective July 1, 2014.

Allows both commissioners to designate deputy commissioners or employees to exercise delegated powers for administering applicable statutes and regulations.
