Prohibits the Department of Administrative Services from relocating a Department of Children and Families regional office out of a high need community without first conducting an impact analysis and obtaining approval from relevant joint standing committees.

Defines "high need community" as a community in a regional area that has a higher population than others in the region or generates a higher than average department caseload.

Requires the impact analysis to address the number of persons affected, effects on accessibility to human services, public and private transportation accessibility and costs, and state cost savings from the relocation.

Grants joint standing committees on children, human services, government administration, and appropriations thirty days to approve or deny the proposed relocation, with automatic approval if committees fail to concur or act within the deadline.

Takes effect upon passage.
