Establishes definitions for "related party," "company," "family association," and "profit and loss statement" for purposes of nursing home financial reporting requirements effective July 1, 2014.

Requires for-profit chronic and convalescent nursing homes receiving state funding to include profit and loss statements from related parties receiving $10,000 or more annually in their annual reports to the Commissioner of Social Services.

Mandates all nursing homes and rest homes with nursing supervision receiving state funding to provide detailed annual reports on direct care staff including regular hours and wages, overtime hours and wages, benefit hours and wages, and employee health and welfare benefits, with each nurse position reported as a separate line item.

Requires the Commissioner of Social Services to report facility data to the joint standing committee on appropriations and the budgets of state agencies on or before February 15 each year.

Changes annual report submission deadline from December 31 to include reporting for the fiscal year ending September 30, with penalties of up to 10 percent rate reduction for late filing.
