Revises statistical data collection requirements for public and private agencies providing mental health and substance abuse services, including implementation of a client identifier system and mandatory reporting to the department.

Modifies housing subsidy provisions to allow eligible persons receiving departmental services to qualify for supportive housing under section 17a-485c, and permits distributing agencies to carry forward unexpended fiscal year funds.

Establishes that persons receiving Department of Mental Health and Addiction Services may receive services outside their residential region and clarifies the purposes of mental health regions.

Expands clinical assessment requirements for arrested persons charged with misdemeanors or felonies (previously misdemeanors only) to determine eligibility for community-based mental health services.

Updates alcohol and drug dependency examination procedures to allow the commissioner to disclose database information to clinical examiners and revises gender-specific language throughout related statutes.
