Requires newborn screening for cytomegalovirus (CMV) on and after January 1, 2015, for any newborn infant who fails a newborn hearing screening.

Maintains existing newborn screening requirements for cystic fibrosis, severe combined immunodeficiency disease, critical congenital heart disease, and other metabolic disorders.

Establishes a Commissioner of Public Health public education program to inform pregnant women and women who may become pregnant about CMV incidence, transmission, birth defects, diagnosis, prevention, and treatment methods.

Requires distribution of CMV information to child day care centers, group day care homes, licensed health care providers, school nurses, and other organizations providing services to children in group settings.

Mandates institutions administering CMV newborn screening provide parents with information about congenital CMV birth defects and available treatment methods, effective July 1, 2014.
