Establishes a licensing system for hookah lounges, effective October 1, 2014, with licenses granted by the chief of police or chief executive officer of each municipality or town.

Requires hookah lounge applicants to submit written applications under oath with personal information, residence and employment history, and additional details as deemed necessary by the licensing authority.

Sets initial license fee at $100, with $50 annual renewal fees; licenses are valid for one year and must be displayed in a conspicuous location.

Requires licensing authorities to approve or deny applications within 90 days for initial applications and 30 days for renewals; failure to act within these timeframes constitutes a denial.

Permits suspension or revocation of licenses for good cause and establishes penalties of up to $200 fine for operating without a valid license, with each day of violation counted as a separate offense.
