• Amends statute 53a-167c to extend assault penalties to off-duty state police officers and local police department officers when acting in performance of their duties.

• Assault of public safety and emergency personnel remains a class C felony, with the new language specifically covering peace officers "on or off duty."

• Applies enhanced penalties to assaults involving physical injury, thrown objects, mace or tear gas, staining agents, or bodily fluids against covered personnel.

• Maintains existing defense for defendants with disabilities when assaulting health care employees, if the conduct is a clear and direct manifestation of the disability.

• Effective date: October 1, 2014.
