Authorizes issuance of "Save the State" license plates that may be purchased for an additional fifty-five dollar fee beyond standard registration fees.

Establishes a nonlapsing account to receive and hold revenue from the special license plate fees.

Permits state residents to direct a portion of any state tax rebate of fifty-five dollars or greater (for single filers) into the special account instead of receiving it as a refund.

Requires all funds collected from license plate sales to be used annually to pay down long-term debt of the state.
