Amends Connecticut General Statutes section 36a-250(a)(21) to modify the authority for banks to make secured and unsecured loans and issue letters of credit, effective October 1, 2014

Removes the reference requiring loan authority to be "as authorized by and subject to section 36a-260" and replaces it with language limiting loans "except as otherwise expressly limited by sections 36a-261 to 36a-265, inclusive"

Repeals section 36a-260 of the general statutes entirely, effective October 1, 2014

Both changes take effect on October 1, 2014
