Amends Section 51-296 of the general statutes to transfer oversight responsibilities of guardians ad litem and attorneys for minor children to the Office of the Chief Public Defender.

Applies to all guardians ad litem and attorneys appointed in family relations matters and juvenile court proceedings before the superior court.

Requires the Chief Public Defender's office to establish a fee structure for these appointed representatives.

Grants the Chief Public Defender's office authority to review and investigate all complaints alleging violations of the established fee structure.
