Establishes criminal use of unmanned aircraft in the first degree as a class B felony when a person commits a crime using an unmanned aircraft equipped with a deadly weapon, explosive, incendiary device, or firearm.

Establishes criminal use of unmanned aircraft in the second degree as a class C felony when a person uses an unmanned aircraft while violating certain assault, robbery, or sexual assault statutes.

Requires law enforcement officers operating unmanned aircraft to obtain a warrant or operate only in emergency circumstances involving imminent threat to life or safety, with mandatory reporting to supervisory officers within 48 hours for emergency uses.

Mandates law enforcement agencies to destroy any information collected by unmanned aircraft not related to the warrant or emergency within 48 hours and submit annual reports to the Chief State's Attorney detailing all unmanned aircraft uses, locations, and costs.
