Modifies Section 17b-242 to require the Commissioner of Social Services to increase the fee schedule for home-delivered meals under the Connecticut home-care program for the elderly effective July 1, 2014, to cover reasonable costs of providers and minimize copayments by participants.

Amends Section 17b-343 to change the commissioner's authority from discretionary ("may") to mandatory ("shall") regarding annual increases to the fee schedule for meals on wheels and other elderly services, effective July 1, 2014.

Appropriates $3.7 million to the Department on Aging from the General Fund for the fiscal year ending June 30, 2015, for the elderly nutrition program under Section 17b-422.

Repeals outdated rate-setting language from 1991-1993 that is no longer applicable to current home health care payment determinations.
