Changes asset limits for Connecticut Home-Care Program for the Elderly effective July 1, 2014: single individuals limited to $40,000 in assets (previously tied to community spouse protected amounts) and married couples limited to $65,000 (previously tied to percentages of protected amounts).

Reduces individual contribution requirement from seven percent to six percent of care costs for persons ineligible for Medicaid or earning above 200 percent of federal poverty level.

Eliminates required administrative hearings for persons deemed ineligible due to failure to contribute to care costs.

Maintains current service cost caps at 50 percent of weighted average nursing home care costs, with exceptions for hardship cases (up to 80 percent) and individuals who received higher-cost services in fiscal year 1992.

Exempts residents of affordable housing under the assisted living demonstration project from contribution requirements if income is at or below 200 percent of federal poverty level.
