Increases the monthly personal needs allowance for Medicaid and Supplemental Security Income recipients in long-term care facilities from $60 to $72, effective July 1, 2014.

Applies to residents of licensed nursing homes, chronic disease hospitals, rest homes with nursing supervision, intermediate care facilities for individuals with intellectual disabilities, and state humane institutions.

Requires the Commissioner of Social Services to increase the allowance annually beginning July 1, 2015, based on Social Security cost-of-living adjustments if any are made.

State supplement payments are made directly to long-term care facilities for deposit into residents' personal fund accounts.
