Increases annual income eligibility threshold for the Alzheimer's disease respite program from $41,000 to $50,000, effective July 1, 2014.

Removes the requirement that the program operate "within available appropriations," making it a mandatory program regardless of funding levels.

Authorizes the Commissioner on Aging to allocate appropriations exceeding $500,000 among five area agencies on aging based on demonstrated need.

Maintains existing program structure providing respite care services including homemaker services, adult day care, temporary facility care, home health care, companion services, and personal care assistant services.

Appropriates unspecified funds from the General Fund for fiscal year ending June 30, 2015, to expand the respite care program.
