Connecticut Health and Educational Facilities Authority and Connecticut Higher Education Supplemental Loan Authority must study the feasibility of a pay-it-forward college payment plan by January 1, 2015.

Plan would allow Connecticut high school graduates to attend public institutions of higher education in the state tuition-free.

Participating graduates would agree to relinquish a percentage of their future earnings after graduation to fund tuition for future Connecticut high school graduates in the program.

Study must examine implications of implementing this earnings-based repayment model for higher education funding.

Effective date is July 1, 2014.
