Changes the filing deadline for third-party administrators' annual reports from July 1 to October 1 each year, effective July 1, 2014.

Requires annual reports to be filed as part of the license renewal application instead of as a separate filing.

Eliminates the separate $100 annual report filing fee for third-party administrators.

Increases the third-party administrator license renewal fee from $350 to $450.

Removes the requirement that the commissioner issue certifications or update databases regarding third-party administrator compliance upon reviewing annual reports.
