Allows drivers to provide proof of automobile insurance in electronic format, including through display on a cellular mobile telephone or other electronic device, in addition to printed format.

Prohibits law enforcement officers and other persons from viewing any content on a driver's phone or electronic device other than the insurance identification card being displayed.

Amends section 14-112 to specify that proof of financial responsibility may be provided in printed or electronic format, with insurance companies permitted to charge a maximum $10 filing fee.

Updates section 14-217 to permit drivers to produce insurance identification cards in paper or electronic format when requested by officers, agents, or other persons at accident scenes.

Makes the act effective October 1, 2014, and includes technical corrections for internal consistency in statutory language.
