Requires employers operating retail businesses with 5+ employees to provide special compensation to employees working on Thanksgiving Day or Christmas Day, effective October 1, 2014

Employers must pay employees either: (1) at least 2.5 times their regular rate for hours worked on the family holiday, or (2) at least 1.5 times their regular rate plus future paid leave at the regular rate for equivalent hours worked

Defines "retail business" as any for-profit or not-for-profit business with a fixed location whose principal activity is selling goods, wares, or merchandise on a continuous basis

Allows employees to file complaints with the Labor Commissioner for violations, with penalties up to $100 per violation and authority to award back wages and other appropriate relief

Provides for appeals of Labor Commissioner decisions to Superior Court under chapter 54 of the general statutes
