Requires hospitals and acquiring parties to execute a written memorandum of understanding that maintains employee pay, benefits, and staffing levels for at least three years post-conversion and requires recognition of labor organizations and collective bargaining agreements.

Mandates at least three public hearings in affected communities at least 60 days before conversion, with notice published 14 days in advance, to discuss impacts on employment and allow public questions.

Requires acquiring parties to submit a five-year strategic plan to the Department of Public Health and Labor Department within 30 days after conversion detailing how employment may be affected by service decisions.
