Amends the definition of "bakery" to clarify it includes restaurants, hotels, private institutions, home bakeries, and doughnut-frying establishments that offer baked goods for sale.

Expands the definition of "food manufacturing establishment" to include repacking and cutting as preparation processes, in addition to canning, cooking, freezing, dehydrating, and milling.

Adds a new definition of "food warehouse" as a building used primarily for importation, storage, or distribution of packaged food for wholesale purposes.

Requires all food warehouses to obtain a certificate of registration from the Commissioner of Consumer Protection with a valid period of one year and a registration fee of $20.

Clarifies that retail-only storage facilities and certain licensed premises are excluded from the definitions of food manufacturing establishments and food warehouses.
