Requires gas stations to publicly display signs indicating whether debit card purchases are charged at the cash price or credit card price per gallon when a cash discount is offered.

Mandates retail dealers offering self-service gasoline to provide refueling service to handicapped drivers with special access license plates at the same price as self-service gasoline, upon request.

Requires retail dealers to display clearly legible signs at or near each self-service pump informing handicapped drivers that refueling service is available upon request, with instructions on how to contact the dealer.

Exempts dealers with remotely controlled pumps or single-cashier operations from the handicapped driver refueling service requirements.

Effective October 1, 2014.
