Restores the Commissioner of Economic and Community Development's authority to determine whether surplus state property can be used for economic development purposes or exchanged for such property

Removes the Commissioner of Housing's previous authority over determining economic development use of surplus property and reassigns those duties to the Commissioner of Economic and Community Development

Maintains the Commissioner of Housing's separate responsibility to evaluate whether surplus property can be used as emergency shelter, transitional housing, or for construction/rehabilitation of affordable housing

Requires the Commissioner of Economic and Community Development and other designated state agencies to respond within 30 days of notification regarding potential uses for surplus state property

Allows interested state agencies to submit plans within 30 days, with the secretary analyzing proposals and determining which agency receives custody and control of the property
