Allows business owners employing no more than three employees (excluding the owner) to elect exclusion from workers' compensation coverage under chapter 568 of the general statutes, effective October 1, 2014.

Requires owners electing exclusion to notify current clients in writing within five business days and provide written notice to prospective clients before providing services.

Mandates that owners electing exclusion waive all rights and claims against clients for any injuries sustained while providing services.

Adds a new exclusion category to the definition of "employee" in section 31-275(9) of the general statutes to allow small business owner opt-outs under specified conditions.
